Registration

Here, you will find the most frequent questions and their answers regarding registration into the NEN system.

1. Is registration free of charge?

Registration into the NEN system is free of charge. To register into the NEN system, it is necessary to have an electronic signature that needs to be obtained by each registering entity on their own. The provider of the electronic signature may charge a fee for its setup. This fee is covered by the registering entity.

2. What is needed for registration into the NEN system?

All requirements for registration into the NEN system depend on the specific type of registration (economic operator, contracting authority, joint procurement). You can find particular information in the knowledge base.

3. How do I obtain an electronic signature (qualified certificate)?

An electronic signature (guaranteed electronic signature based on a qualified certificate for electronic signatures or qualified electronic signature) is possible to obtain from multiple qualified providers. You can find particular information in the knowledge base.

4. How to work with an electronic signature in macOS?

If you are working in the macOS operating system and have stored your private key in the Keychain application, we recommend that you continue to store/keep your private key exclusively on a qualified device (USB token or smart card) for generating electronic signatures in compliance with the eIDAS regulation. Communication with smart cards and USB tokens is supported in the macOS operating system. By storing the private key on a certified qualified device, the export of the private key is prevented, thus ensuring maximum security.

5. How long does the registration process take?

The NEN System Operator conducts a review of the data and documents, which is governed by the time limits specified in the NEN System Operating Rules. It is necessary to take into consideration any potential delay that may occur during the verification of the registration application by the NEN System Administrator (this is not subject to the stated deadlines). The NEN System Operator may also send the applicant a "Request for Supplementary Information" in order to facilitate cooperation, which may extend the entire process.

6. What is the difference between registration and pre-registration?

Registration is established by filling in, signing, and submitting the registration form, which must be officially approved by the NEN System Operator. After proper registration, all features of the NEN system can be utilized.

Preregistration is created by a contracting authority for the purpose of inviting an unregistered economic operator to tender. To access all features of the NEN system, proper registration must subsequently be completed.
