Registration and login of economic operators using the NIPEZ Identity
On January 24, 2026, a new version of the NEN system will be released, introducing significant changes to the registration of economic operators and to logging in to the authorized section of the application.
New registrations of economic operators will take place via the NIPEZ portal. In the first step, it will be necessary to create a user account, the so-called NIPEZ Identity. After logging in, it will then be possible to register entities. Under the new approach, a single user account (NIPEZ Identity) will be sufficient for the administration of and access to multiple entities. Following the update, existing NEN system users will be able to log in using one of the following two methods:
login using the original NEN system user account (username and password),
login using the NIPEZ Identity (authentication via NIA/CAAIS).
For newly registered economic operators, login will be available exclusively via the NIPEZ Identity.
Existing economic operator accounts must be converted to the NIPEZ Identity by March 31, 2026. For accounts that have not yet been converted, the conversion option will be offered upon login. After the conversion, all data associated with the user account (submitted tenders, settings, etc.) will remain available. Once a user merges the NIPEZ Identity with their user account in the NEN system, subsequent logins will only be possible using the NIPEZ Identity.
A user who does not link their account to the NIPEZ Identity by the specified deadline will not be allowed to perform any actions in the NEN system. Users will be notified of this situation upon login.
If a user is associated with multiple entities, they will be prompted, after logging in to the system using the NIPEZ Identity, to select the entity on behalf of which they wish to perform actions. The user may switch between the entities linked to their user account at any time within the application.
With the new registration method and the new login mechanism for the NEN system, the following additional changes are introduced:
under the user icon, a new option “Change of entity” will be available. This option will redirect the user to the public portal of the NEN system, where it will be possible to log in on behalf of another entity available to the given user,
if a user’s access within a contracting authority’s or economic operator’s organization is revoked, the user will be redirected, after logging in via the NIPEZ portal, to the selection screen showing the organizations to which they still have valid access. If the user no longer has valid access to any organization, an informational message will be displayed,
after a new user is created in the NEN system, a link to initiate the process of obtaining a NIPEZ Identity will be sent. This link will serve as an alternative to the existing link for setting a password for a new NEN system user account. The link will be valid for 60 minutes,
after clicking on registration on the public portal of the NEN system, an economic operator will be redirected directly to the NIPEZ portal registration page at https://idm.nipez.cz/,
in “Management of Persons”, a non-editable attribute - NIPEZ Identity - will be added,
during the transitional period, NEN System Users will be able to choose their login method, either by using the NIPEZ Identity or by logging in using the original login method,
NEN System Users with an assigned NIPEZ Identity will not be able to edit personal details in the NEN system, such as first name, middle name, last name, and email address,
if a NEN System User already has a NIPEZ Identity assigned and attempts to log in to the NEN system using a username and password, the following information that this method is not allowed will be displayed: “This account does not have the selected login method enabled. Select Log in with NIPEZ Identity.”,
changing the password for a NEN System User who logs in using the NIPEZ Identity will no longer be possible,
if a user attempts to log in using the NIPEZ Identity but does not have any person linked to that identity in the NEN system, the following message will be displayed during the attempt to log in: “The NIPEZ Identity you have just logged in with does not have access to NEN. If you have access to a user account in NEN (username and password), please log in at https://nen.nipez.cz/prihlaseni and follow the instructions after logging in. If you do not have such an account, please contact your organization's administrator.”,
if a role is assigned to a user in the NIPEZ portal, this role will be automatically transferred to the NEN system. If such a user does not yet exist in the NEN system, the user will be created automatically and the roles will be assigned. If the user is not assigned any of the roles (Entity’s Administrator, Observer, Participant), the user will still be created in the NEN system and will only have the “default” role,
for public contracts where only invited economic operators may submit tenders, when an invitation to tender is sent, the relevant roles for users of the invited economic operators will be sent from the NEN system to the NIPEZ portal for the given public contract. As a result, these users will be able to submit tenders for the given public contract not only via the NEN system but also via other tools,
the NEN system will send an email notification to all entity’s administrators informing them that a user has been created in the NEN system with the NIPEZ portal as the source. Based on this information, the entity’s administrator in the NEN system should then either merge the user with an existing NEN account using the new option on the person detail screen, or assign the user to the target department and grant additional permissions. The email will clearly state that merging is only possible before permissions are assigned in the NEN system,
if a situation occurs where a user account is created in the NIPEZ portal while the user already has a NEN system user account that has not yet been assigned the so-called NIPEZ ID, the entity’s administrator must perform account merging on the user detail screen in the NEN system before assigning additional roles,
if a contracting authority preregisters an economic operator in the NEN system, the economic operator will receive an informational e-mail notifying them of the registration on the NIPEZ portal,
registration of contracting authorities via the NIPEZ Identity will temporarily be unavailable on the public portal of the NEN system,
after the registration of a contracting authority, a NEN System User with the role of entity’s administrator will be shown a form prompting them to complete the contracting authority category. The importance of correctly specifying the contracting authority category will be explained in the help text under the question mark icon,
after the registration of a contracting authority, an email notification with the following text will be sent to the NEN System User with the role of entity’s administrator:
if the contracting authority logs in to the NEN system using the NIPEZ Identity, they will already be able to administer public contracts in the NEN system.
