Modification of the public portal of the NEN system

The benefit of this change request is the creation of a new, more user-friendly knowledge base and all necessary information for NEN System Users.

A new tab "Information for Users" has been added to the public portal of the NEN system.

On the home page, the three most frequently used manuals will be set up. The "Display all" button will redirect you to a directory with other content.

Statistical information will now be displayed in the footer of the public portal of the NEN system.
