Registration of a Foreign Supplier (Economic Operator)

Would you like to participate in tender procedures? Do you supply supplies, provide services, or execute works as a legal or natural person? Do you want to receive information about new public contracts? Perform the registration as a supplier (economic operator).

Registration Form

If you have the registered office outside the European Union, you can sign the registration form with any electronic signature issued in your name.

In case you are experiencing issues with your electronic signature, please upload the Registration Form without an electronic signature and fill in the "Reasoning" section. The request is then submitted for approval to the NEN System Administrator - the Ministry of Regional Development of the Czech Republic, who subsequently decides on approval or rejection.

If you do not insert the electronic signature or fill in the "Reasoning" section, the application for registration will be rejected. This also applies if you submit an empty registration form.

Documents required for registration

  • document proving the existence of the given organization (a copy of an entry in the Commercial Register, law, founding document, organization status, etc.),

    • the document must not be older than 14 days before the date of sending the registration application,

    • submit the documents in their original language and, preferably, also in English (recommended),

    • provide any additional information (for verification of your organization) – documents (translations ENG/CZ, official notarized confirmation of the company's existence, etc.),

    • the applicant is authorized to submit the document in a plain copy if it is available for inspection in the official register on the website, with a link provided in the relevant field of the registration form. If not, the document must be secured with a valid guaranteed electronic signature based on a qualified certificate for electronic signatures or a qualified electronic signature or an authorized conversion,

  • completed and electronically signed Registration Form available for download from the "Files for Download" section,

  • if you do not have an organization ID number (IČO) or operate under a different authorization, it is necessary to submit a document in which the registering entity confirms the veracity of the provided data and their identity. This document can be downloaded from the "Files for Download" section. It is displayed only if the option "I do not have "Organisation ID number"" is set to a "tick".

Filling in the application for registration

To confirm whether you are already registered in the NEN system, please take a look into the Register of suppliers.

  1. To initiate registration in the NEN system, start by selecting Registration and then choose the category of the registered entity.

The list of mandatory fields may vary depending on the specific information provided by the applicant. Registration is completed by submitting the application. You must attach the completed and electronically signed Registration Form and other required documents marked as mandatory to your application.

  1. For proper registration, it is necessary to fill in all mandatory fields marked with an asterisk. It is important to provide the correct email address to which a verification link will be sent.

  1. The submission of the registration application can be performed after completing all mandatory fields and agreeing to the conditions of registration.

  1. Successful submission of the application for approval will be confirmed by the message "The registration application has been sent". This message includes information about the email to which the verification link has been sent and its validity period.

Please note that registration into the NEN system is not possible without email verification. The validity of the sent link is 24 hours.

Contact details of the entity’s administrator

Here, you should provide the person who will have access to the NEN system. After the registration application is approved, login credentials will be sent to the email address provided. The system will grant this person administrator permissions to manage data in the entity's registration, manage individuals, and user permissions.

Basic info

Here, first select "Country", then fill in the fields "Other identifier", "Suppliers’s official name" and "Legal form".

Registered office/ place of business

Complete the Registered office section and then the "NUTS" code (registered office/ place of business). Official NUTS codes are to be found here.

If the organization’s registered office is located outside the EU, the NEN system will automatically select "Abroad".

Subject contact details

Please provide the entity's contact details, including a general phone number and email address. This information will be displayed in the register of suppliers.

If you set the checkbox "I am interested in creating registration also in the test environment" to a "tick" and your registration on the production environment is approved, an account will be automatically created in the test environment as well.

Documents

In case that the documents are not attached to the registration application or are incomplete, you will be prompted to provide them via email. The range of the required documents may vary depending on the previous selections.

Information regarding the approval or rejection of registration in the NEN system is governed by the time limits specified in the NEN System Operating Rules. An informational email about the approval/ rejection of registration will be sent to the email address provided in the "Administrator of the entity contact details" section. In case of registration approval, you will receive another email with a confirmation link.

This email is currently available only in the Czech language.

Please note that the provided link has a limited validity period. If the entity does not perform the confirmation within 7 calendar days, it is necessary to contact the NEN System Operator via the NEN System User Support.

The username is automatically generated by the NEN system and cannot be changed. The username consists of the initial letters of the first name, last name, and organization name.

The password format is subject to the security policy of the NEN system. After setting the password, complete the confirmation by selecting "Odeslat"/ "Send".

The language of this section can be changed into English in the upper right corner.

You can now log in to the NEN system and perform the necessary tasks.

We recommend that economic operators take steps leading to registration in the system sufficiently in advance. Please take into consideration potential delays in verifying of the applicant’s organization identification data in the home country by the NEN System User Support or the Ministry for Regional Development of the Czech Republic.

The NEN System User Support may send the applicant a "Request for Additional Information" for the purpose of cooperating and supplementing missing data for approval or verification of the registration.

The documents submitted by the applicant (after review of the online application by the NEN System User Support or the Ministry for Regional Development of the Czech Republic) may be requested for the purpose of verifying the application for registration: either in a simple or official translation, or in a court-certified translation, or in an apostille translation, or in a super legalized translation of documents in the Czech or English language.

Registration will be approved after receipt of all requested and relevant documents, forms, or information.

NEN is a comprehensive electronic tool for self-administration of your tenders. For more information on the award criteria of the procurement procedure (qualification, etc.), please directly contact the representative of the Czech contracting authority.

In case of non-cooperation (on the part of the applicant), the NEN System User Support will automatically close the entity's registration application after 10 (working) days after sending the "Request for Cooperation". The applicant will receive an informational message along with an explanation for the automatic closure.
