Registration into the NEN System


Registration is used to create an account for an entity (applicant) in the NEN system, which is accessible from the public portal of the NEN system under the "Registration" tab. The applicant chooses whether to register as a contracting authority, an economic operator, or whether they want to register for joint procurement.

During registration, it is necessary to fill out the document Registration Form and sign it with a valid guaranteed electronic signature based on a qualified certificate for electronic signatures or a qualified electronic signature.

The registration form has three versions. The version depends on the setting in the "Country" section and selection of language in the public portal of the NEN system between CZ/EN.

Entities with the registered office in the Czech Republic

Entities with the registered office in the Czech Republic can obtain a qualified certificate, for example, from one of the following qualified providers of certification services.

Certificates issued by providers included in the lists of qualified service providers establishing trust issued by member states in accordance with the Commission Decision 2009/767/EC are also accepted.

Entities with the registered office in the European Union

Member states of the European Union and the European Economic Area publish credible lists of qualified trusted service providers in accordance with the eIDAS Regulation. You can find this credible list here .

Entities with the registered office outside the European Union

If you are located outside the European Union, you can sign the registration form with any electronic signature issued in your name.

Conditions for registration to the NEN system

By registering in the NEN system, the NEN System Operating Rules, the NEN System Terms of Use, the Electronic Auction Rules, and other regulations related to the operation of the NEN system become binding for a registered entity and NEN System Users (hereinafter collectively referred to as a "NEN System User"). A NEN System User is responsible the accuracy, completeness and topicality of all information submitted to the NEN system during the account registration or when updating the information recorded in their account, in accordance with the NEN System Terms of Use.

The registration of an entity in the NEN system does not transfer or pass responsibility to the NEN System Administrator regarding the legality of a NEN System User's actions or any claims by third parties against the NEN System User.

The NEN System Operator informs NEN System Users, via operating information in the public portal of the NEN system, about any extraordinary situations that could affect a NEN System User's compliance with the law. In this operational information, the NEN System Administrator will provide recommended corrective measures. The NEN System User bears the costs of implementing the corrective measures within the procurement procedure, regardless of whether the corrective measure was recommended by the NEN System Administrator.

The registration of an entity in the NEN system does not impose an obligation on the NEN System Administrator to bear the costs of implementing corrective measures, including any resulting damage or loss of profit. A NEN System User agrees that the conditions of registration in the NEN system, including the conditions specified in the NEN System Operating Rules, are reasonable and customary and do not contain any provisions that would be unreasonably expected.

The NEN System Administrator is not responsible for the availability or functionality of services and features referenced in the NEN system if they are administrated by a third party.
