Organization and Person Management


Actions related to organization management, creating new persons (NEN System Users), and subsequent assignment of necessary permissions can only be performed by a NEN System User with the assigned role of "Entity’s Administrator" or "Organizational Department’s Administrator".

Individual roles description

Entity’s Administrator
This is the main administrative role within the organization. This role is authorized to:

  • model the internal structure of the entity,

  • modify the details of the entity,

  • register and manage NEN System Users, including password changes, contact emails, and personal information,

  • manage access permissions of NEN System Users.

Participant in a procurement procedure
This role has functionalities, within the NEN system, for performing all actions and operations related to a procurement procedure from an economic operator’s perspective. It is granted permissions to execute all necessary steps for an economic operator’s participation in a procurement procedure or those related to participation in a procurement procedure. These steps include, for example:

  • electronic submission of a tender,

  • withdrawal of a tender,

  • submission of an objection,

  • submission of a request for an explanation of the procurement documents,

  • submission of a request for the procurement documents,

  • submission of a request for access to the protocol, etc.

Observer
This role has permissions to view all structured and unstructured data related to a particular procurement procedure or procurement procedures assigned to a respective organizational department. This role is solely for observing individual actions and does not involve performing any actions.

Organizational Department’s Administrator

In addition to managing organization information, this role has the same permissions as the "Entity’s Administrator". However, these permissions can only be applied to their specific organizational department.
